Advocacy Starts With Action
Rescuing dogs helps the animals who need us today. Changing the system can help prevent suffering tomorrow.
Honey Paws works to raise awareness and advocate for stronger protections for breeding dogs by engaging state legislators, federal agencies, and other decision-makers. Help Pass the COMPACT Act: Protect Dogs and Cats From Taxpayer-Funded Testing
Dogs and cats are beloved companions, but thousands are also used in biomedical research. Some endure confinement, invasive procedures, and testing that can cause pain or distress. Meanwhile, scientific advances are creating new ways to study human diseases without relying on live animals.
Honey Paws believes protecting animals and advancing scientific progress should go hand in hand. The COMPACT Act represents an opportunity to reduce the use of dogs and cats in federally funded biomedical research and move toward more humane approaches.
Why the COMPACT Act Matters
The Companion Animal Protection Against Cruel Testing (COMPACT) Act was introduced in Congress in September 2026 by Representatives Nick Langworthy and Mark Pocan, with bipartisan support. The legislation comes amid growing attention to the treatment of dogs used in research and calls for stronger protections for animals in laboratories.
If you share our mission, we’d love to explore how we can work together.
What Would the COMPACT Act Change?
The COMPACT Act, H.R. 10522, would prohibit the use of Department of Health and Human Services funding for biomedical research involving live dogs and cats. It would also establish requirements for oversight and accountability, and require reasonable efforts to retire, adopt, or transfer animals no longer needed for research to appropriate rescue, sanctuary, and adoption organizations.
The bill includes limited exceptions for genuine public health or national security emergencies when scientifically valid alternatives are not reasonably available.
The goal is to protect dogs and cats from federally funded biomedical testing while encouraging research approaches that can better serve human health without using live animals.
Congress Has an Opportunity to Act
The COMPACT Act has been introduced, but it still needs to advance through Congress to become law. H.R. 10522 was referred to the House Energy and Commerce Committee in September 2026.
